Multi-year digital accessibility plan 2026-2028 and action plan

1. Introduction

This document presents Acceslibre's accessibility policy.

Acceslibre is a collaborative platform, dedicated both to professionals (establishment managers, administration) and the general public.

Acceslibre is part of the network of State Startups coordinated by the digital department, DINUM, which provides resources and tools for the digital products of the beta.gouv.fr network, and which has its own Multi-year Digital Accessibility Plan.

2. Human and technical resources

The team is made up of 6 people in 2026. The people in charge of digital accessibility are mainly the project's intrapreneurs and the two developers.

DINUM experts can be called upon to advise but also to carry out RGAA audits for State Startups.

3. Digital accessibility policy

3.1 General objectives

Acceslibre sets itself the following objectives regarding digital accessibility:

  • Raise awareness and train in accessibility the team members involved in the creation and management of digital products and content;
  • Integrate digital accessibility from the design stage of new services and features;
  • Reach and maintain a high level of RGAA compliance - if possible 100% ;
  • Set up regular user tests with the aim of continuously improving the site's accessibility;
  • Communicate with partner sites on the importance of making their website accessible;
  • Ensure the accessibility of the various communications: newsletter, scorecard, LinkedIn post...

3.2 Compliance with legal reporting obligations

Any development carried out on the site:

  • complies with the DSFR;
  • complies with the general accessibility improvement framework (RGAA) in its current version.

The accessibility declaration is checked at least once a year.

3.3 Design / Development

The main beneficiaries of the Acceslibre site are people with disabilities and their loved ones. Also, the new features that concern use are designed with the people concerned.

The development team calls on DINUM's support team if necessary to design or develop certain features.

A clause concerning RGAA compliance will be included in any outsourced assignment.

3.4 Control

Automatic or automated tests are implemented. Monitoring is possible via the dashboard.

Manual tests are carried out when reporting issues or when putting new features online, using the VoiceOver software.

People with disabilities may be called upon to test certain features.

4. Actions carried out in 2025

4.1 Site redesign and audit

In 2025, the following actions were implemented:

  • Complete redesign of the site aiming to:
    • improve ergonomics and design;
    • achieve full DSFR compliance;
    • achieve full accessibility in view of an audit.

This project will be mainly carried out by an external UX/design service and the team developer more specifically in charge of the front end and accessibility.

  • RGAA audit by DINUM

Given DINUM's workload, the audit was postponed to 2026.

4.2 Design, development, control

  • Several user workshops were carried out as part of site developments, including:
    • implementation of search filters;
    • changes to the data model.
  • A partnership with the CFPSAA and the Valentin Haüy association has been set up as part of a process of continuous improvement of the site.

5. Action plan 2026

In 2026, the following actions will be carried out:

  • Audit (audit, correction of non-compliances, counter-audit);
  • Update of the accessibility declaration;
  • Strengthening the “Accessibility by design” approach by involving the users concerned in all changes to the site;
  • Maintaining 100% accessibility by ensuring that all changes to the site are accessible;
  • Setting up digital accessibility control during the acceptance testing of product changes;
  • Maintaining developers' digital accessibility skills, in particular, setting up specific training in the event of a change of developers;
  • Ensure the accessibility of the various communications: newsletter, scorecard, emailing, LinkedIn post...;
  • Beyond the Acceslibre site, communicating to our partners the importance of making their site accessible.
